The Lothian NHS Board Primary and Community Partnership Committee
The Lothian NHS Board Primary and Community Partnership Committee is chaired by a Non-Executive Director of Lothian NHS Board. The Chairs of each of the 4 NHS Lothian CHPs/CHCP are members of the Committee which also includes:

Edinburgh CHP sub-Committee - Who We Are
The single Edinburgh CHP sub-Committee replaced the previous separate North Edinburgh CHP and South Edinburgh CHP sub-Committees, the CHP sub-committee membership includes:
Chair - Mr Robert Anderson. The Chair of the Edinburgh CHP Sub-Committee has a key role in chairing the CHP Sub-Committee meeting, ensuring that current operational issues, development plans and projects are discussed and scrutinised, and that there is collective responsibility for decisions that are made in an open, honest and responsible way.
Vice Chair - Mr George Walker. Mr Walker is a non-executive member of Lothian NHS Board; he acts as Vice Chair to the Edinburgh CHP Sub-Committee.
Joint Director of Health and Social Care - Mr Peter Gabbitas. Mr Gabbitas is the director of Health and Social Care that brings together Primary Care and Community Health services together with Adult and Older People's Social Care services. Mr Gabbitas is responsible jointly to the Lothian NHS Board Chief Executive and the City of Edinburgh Council Chief Executive.
General Manager - Mr David Small. Mr Small has a key role in leading and managing the CHP and has accountability for the planning and delivery of services. He is also responsible for ensuring integration with specialist services, Local Authorities and other partners. He is accountable to the Joint Director of Health and Social Care.
Clinical Director - Dr Ian McKay. Dr McKay has a key role in leading, co-ordinating and supporting the organisation (including Planning and Redesign), quality and effectiveness of all clinical services within the CHP, including those hosted on behalf of NHS Lothian. He is accountable to the Medical Director of Lothian NHS Board.
Chief Nurse - Mrs Lynda Cowie. Mrs Cowie has a key role in providing clinical leadership, professional and managerial support (including Planning and Redesign), quality and effectiveness of all nursing staff within the CHP to ensure that high quality nursing care is provided to patients and their carers. She is accountable to the Edinburgh CHP General Manager.
Allied Health Professional (AHP) Manager - Ms Angela Lindsay. Ms Lindsay has the lead role in the strategic development, professional management and integration of Allied Health Professions (AHPs) - Physiotherapists, Occupational Therapists, Speech & Language Therapists, Dietitians and Podiatrists. Directly managing and accountable for the performance of AHP services within the CHP providing professional support, advice and representation for AHPs in The City of Edinburgh Council. She is managerially accountable to the Edinburgh CHP General Manager and professional Accountable to the Nurse Director, NHS Lothian.
Staff Partnership - Mr Stuart McLauchlan. Mr McLauchlan is responsible for representing staff interests in all decisions affecting the CHP.
Voluntary Sector Member - Mr Iain MacKintosh. Mr MacKintosh is responsible for representing the interests of the voluntary sector within Edinburgh to the CHP.
Carers Representative (Interim) - Mr Seb Fischer. Mr Fischer is responsible for representing the interests of Carers’ organisations within Edinburgh to the CHP.
North Edinburgh Public Partnership Forum (PPF) - Mr William Hardie and Mr Jim Brown. Mr Hardie and Mr Brown represent the North Edinburgh Public Partnership Forum (PPF), ensuring a communication and information sharing link between the CHP and the PPF. They contribute to the CHP agenda and share relevant information between the PPF and the CHP to ensure an inclusive approach to the aims and objectives of the CHP. They also ensure that key PPF issues are reviewed and addressed.
South Edinburgh Public Partnership Forum (PPF)
General Dental Practitioner - Mr John Davidson. Mr Davidson ensures that dental services are more integrated with other NHS services and advises on CHP input to the Primary Care Contracts Organisation (PCCO) on Independent Contractor issues relating to dentists. He also acts as the link in the CHP to bring the 3 branches of dentistry in Lothian (Dental Institute, General Dental Practitioners and Community Dentistry) together.
Community Pharmacist - Ms Fiona McCready. Ms McCready ensures continued and expanded engagement of Community Pharmacists with the rest of NHS Lothian. This is especially important in the context of Chronic Disease Management. She also ensures that opportunities for expanding the role of Community Pharmacists are maximised under the new Community Pharmacy contract. She has a key role in advising the CHP input to the Primary Care Contracts Organisation on Community Pharmacist contractual issues.
Optometrist - Mr Bashir Wadee. Mr Wadee ensures that the opportunities presented by closer integration of Optometry services with the rest of NHS Lothian are maximised. This is especially important in the area of Chronic Disease Management (CDM). He has a key role in advising the CHP input to the Primary Care Contracts Organisation on Optometrist issues.
General Medical Practitioners - Dr Pete Shishodia and Dr Robin Balfour. Dr Shishodia and Dr Balfour represent General Medical Practitioners in Edinburgh. Dr Shishodia is Secretary of the GP Sub-committee in Lothian
Acute (Hospital) Services Clinician - Specialist Medical Practitioner (Consultant Acute/Mental Health) - Dr Casey Stewart. Dr Stewart ensures professional input from Hospital services.
Acute (Hospital) Services Manager - Lyn McDonald provides a Senior Management communication and information sharing link between the CHP and the Acute Division. To contribute to the CHP agenda bringing key information from the Acute Division, and contributing to a single system, joined up approach to health provision in Lothian. To ensure that key issues and information from the CHP meeting is brought back to the Acute Division Senior Management Team to inform the decision making process within the Acute Division.
Elected Members of the City of Edinburgh Council - Councillor Paul Edie and Councillor Norman Work. Councillor Edie and Councillor Work represent the City of Edinburgh Council. Councillor Edie is Chairman of the Health and Social Care Housing Committee.
Council Officer - David Jack. David Jack is Head of Performance Strategy and Policy within the City of Edinburgh Council. He is also the Joint Chair of the Health Inequalities Standing Group.
North East Edinburgh Local Health Partnership - Liz Cregan. Ms Cregan is a Clinical Nurse Manager in North East Edinburgh LHP and will provide a communication and information sharing link between the CHP and the North East Edinburgh LHP.
North West Edinburgh Local Health Partnership - Cathy Wood. Mrs Wood is the Public Health Practitioner in North West Edinburgh LHP and provides a communication and information sharing link between the CHP and North West Edinburgh LHP.
South Central Edinburgh Local Health Partnership - Robert Aitken. Mr Aitken is Assistant General Manager for the Edinburgh CHP and is responsible for the management of the South Central Edinburgh Local Health Partnership. He will provide a communication and information sharing link between the CHP and the South Central Edinburgh LHP.
South East Edinburgh Local Health Partnership - Sean MacBride-Stewart. Mr MacBride-Stewart is a Primary Care Pharmacist in the South East Edinburgh Local Health Partnership and will provide a communication and information sharing link between the CHP and the South East Edinburgh LHP.
South West Edinburgh Local Health Partnership - Dr Nigel Williams. Dr Williams is the Clinical Lead in South West Edinburgh LHP and provides a communication and information sharing link between the CHP and South West Edinburgh LHP.
